    The Project Management Specialist 1 is primarily responsible for work that involves completing an oversight of historic preservation at Pinellas County's historical museum, Heritage Village.  This position is responsible for the assessment, repair, and maintenance of historic structures located at Heritage Village.

    The Project Management Specialist will make suggestions for repairs and oversee preservation projects by consulting with historic documents to ensure historical buildings maintain their original appearance.  The Project Management Specialist will also recruitment, train, and supervise maintenance volunteers and interns.

    Essential Tasks Functions

    • Understands and applies appropriate treatments as defined by historic preservation best practices and the Secretary of the Interior’s Standards for the Treatment of Historic Properties in coordination with museum staff.
    • Identifies historic building materials and construction techniques on structures.
    • Documents all repairs and changes made to historic structures on site.
    • Monitors the buildings and grounds for potential safety hazards and coordinates with staff and/or vendors to mitigate risks. Serves as Heritage Village staff liaison on the Parks Department Safety Committee. 
    • Works closely and coordinates with Heritage Village staff, county staff, contractors, and maintenance volunteers to complete projects.
    • Coordinates and manages work orders and monthly building inspections.
    • Coordinates pest management in coordination with museum staff.
    • Manages inventory and restocking of maintenance supplies.
    • Trains, recruit, and supervises new and existing maintenance volunteers on historic preservation techniques.
    • Maintains life-safety equipment onsite, such as AED and first aid kits.
    • Responsible for opening/closing the buildings when a volunteer is not available.
    • Additional duties may be assigned and not included in the above listing.

    Position Specific Requirements

    • 6 years professional experience in project management that includes 2 years professional experience in historic preservation and/or construction supervision; or
    • Associate degree in history or a related field and 4 years professional experience in project management that includes professional experience in historic preservation and/or construction supervision; or
    • Bachelor’s degree in historic preservation, history, museum studies or a related field and 3 years professional experience in project management and historic preservation and/or construction supervision
    • Master's degree in historic preservation, history, museum studies or a related field and 2 years professional experience in project management that includes professional experience in historic preservation and/or construction supervision; or
    • Possession and maintenance of a valid State of Florida Driver’s License upon hire with eligibility based upon evaluation of a Motor Vehicle Records (MVR) driving report.
    • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.

    Highly Desirable

    • Master’s degree in historic preservation, history, museum studies or related field and 2 years of professional experience in historic preservation or construction supervision; or an equivalent combination of education, training, and/or experience.
    •  Preservation carpentry, or general construction experience.  
    • Organizational/Project Management skills.
    • Communications skills.
    • Experience managing or coordinating projects and volunteers.  
    • Experience with AutoCAD, SketchUp, CityWorks or comparable software.  
    • Work with construction plans, drawings, and specifications.

    Knowledge, Skills, and Abilities

    • Knowledge of the principles, practices and standards of Historic Preservation as set forth by the Secretary of the Interior’s Standards for the Treatment of Historic Properties.
    • Knowledge of preservation carpentry or general construction experience.
    • Proficient in Microsoft Office Suite.
    • Proficient in AutoCAD.
    • Skilled in project management.
    • Ability to track and schedule volunteers.
    • Ability to maintain records and produce clear written and oral reports.
    • Ability to manage a variety of tasks and competing priorities.
    • Ability to cooperate and collaborate with others; resolve conflict and negotiate; advocate, influence, and guide others.

    Physical/Mental Demands

    This work requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body.  Additionally, the following physical abilities are required:

    • Balancing: Maintaining body equilibrium to prevent falling while walking, standing or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
    •   Fingering: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
    •   Grasping: Applying pressure to an object with the fingers and palm.
    •   Handling: Picking, holding, or otherwise working, primarily with the whole hand.
    •   Reaching: Extending hand(s) and arm(s) in any direction.
    •   Visual ability: Sufficient to effectively operate office equipment including copier, computer, etc.; and to read and write reports, correspondence, instructions, etc.
    •   Hearing ability: Sufficient to hold a conversation with other individuals both in person and over a telephone; and to hear recording on transcription device.
    •   Speaking ability: Sufficient to communicate effectively with other individuals in person and over a telephone.
    •   Mental acuity: Ability to make rational decisions through sound logic and deductive processes.
    •   Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
    •   Repetitive motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
    •   Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
